Precinct Committee Officers (PCOs) in the 3rd Legislative District (LD) elected in the August 2018 primary election will meet on Tuesday, December 4, 2018 to choose a Chair, Vice-Chair, and two representatives to the Washington State Democratic Central Committee.
The meeting will be held at the conference room of Spokane County Democrats, 1912 N Division Street, Suite 100, Spokane WA 99207. Registration of PCOs and guests will start at 5:30 pm and the meeting will start promptly at 6:00 pm.
Under state law, elected PCOs must continue to reside in the precinct they were elected from in order to be eligible to vote at a meeting. Under party rules, proxy votes are not permitted at a reorganization meeting.
Elected PCOs will choose a Chair, Vice-Chair, and two representatives to the Washington State Democratic Central Committee. All four elected representatives will also represent the LD at monthly executive board meetings of Spokane County Democrats.
The LD's bylaws describe the role and responsibilities of the officers and how the reorganization meeting is to be conducted. Due to recent changes in the state party's charter and bylaws to be inclusive of gender non-binary and nonconforming individuals (which also apply to the LD), the Vice-Chair must be a different gender identity from the Chair, and the two state committee representatives must be of different gender identities. The state party's revised rules with respect to gender identity supersede the language contained in the LD's bylaws with respect to gender.
